Reserved RAM for Hardware?

So i have 8gb of RAM and only 3.9 is usable by my system because its being held for reserved harware or whatever can someone help me ifx this


PC SPECS:
MOBO: ASUS M5A97 LE 2.0
PSU: 400W EVGA
CPU: AMD FX 6300
GPU: EVGA GTX 950 FTW
