Reset neighborhood?

the easiest (and most drastic) way that I know of is to delete the game
directory in "my documents" (dont forget to backup your downloads!!!) - the
next time you start the game it will create that directory completely new
(takes some time) ... this is almost as good as a new install, just quicker

Also, you could just delete the neighborhood in question in \my
documents\ea games\the sims 2\neighborhoods, then copy over the
original from \program files\ea games\the sims 2\neighborhoods.

This doesn't work.

Works for me. (I tried it to make sure before I suggested it).

The original is actually in \Program Files\EA Games\The Sims
2\Nighborhoods\TSDATA\Res\Userdata\Neighborhoods. And you want to
copy the folder of the neighborhood in question. Like N001 for
Plesantview, N002 for Strangetown, N003 for Veronaville.

That worked. The first idea didn't.
