Reset nightmare

i just built a new desktop and turned it on and got it to boot to the windows instal disk and it starts loading and then it reboots on its own also does it when trying to set bios options
any ideas what whould cause this?

A power supply with insufficient power could cause this but without you telling us what your system specs are, all we can do it throw out random ideas.
