Question Reset not working

i was trying to reset my Hp Stream Laptop, unfortunately it says there isn't enough space, on the HD. i tried to delete as much as I could, and somehow I think the Windows files are corrupted, nothing seems to work now.

I should have enough space free now but when I hit reset, or repair it keeps saying "There was a problem. No changes made".

I tried to do a nuke or even windows reinstall from USB, but that keeps says it can't do that either. Unfortunately it doesn't have a CD Rom, any advice.

Clean install fastest answer normally if reset won't work. I find resets break enough to make it better to avoid them

I did do that, but I think I forgot to use Rufus, let me re-do that and see what happens.
