Reset/Repair system 32

Bypassed BL and seems to be disabled. Now need to reset usernames and passwords, after accessing files through system repair and notepad...stuck on the step where it wants u to rename utilman and cmd. All files were encrypted and vanished..can't find utilman only cmd..so frustrated
