Resetted cmos now pc won't turn on

When I started my pc, it showed "reboot pc and select boot device" not exactly that but somewhere along that line. I couldn't access the BIOS for some reason even though I spammed every key possible to open BIOS to select my boot device. And so I resorted to clearing my cmos. I unplugged my pc and removed the cmos battery and waited for 10 minute then placed it back. And now my pc is not starting. It is running; usb working, fans spinning and LEDs on. But, the monitor isn't displaying anything and the pc turns off then turns on again every 30 seconds. I tried plugging the monitor to the motherboard instead of the graphics card, still nothing. I hope someone could help.

much easier to debug if you have a mobo with onboard two-digit led

it sounds to me like something is wrong with memory training, try the ram stick in different slots and clean the slots with an air blower see if that helps
