Resetting CPU to default values

I just uninstalled AMD Overdrive and set my CPU to run at 18.0x (3600 MHz) and set Turbo Core to enabled. This caused my "Turbo Core multiplier" to switch to "Auto" and I was unable to change it. However, I just booted into Windows and it clearly shows that my CPU hits 4.2 GHz at times. I'm really wondering why this happens as I never really adjusted any of my settings (other than multipliers).

Before I uninstalled AMD Overdrive I could clearly see that the "Target voltage" reported 1.3125V while the "Current voltage" reported something around 1.4~V. I'm not sure why this happened and the target voltage actually showed 1.325 on the slider below too, but I'd really want to reset my CPU to default settings.

I have been getting worse performance than a friend of mine even though I have an AMD FX-8150 and he has an AMD FX-8120. We both ran a FutureMark 3DMark benchmark, we have the same amount of RAM and both our benchmarks ran of HDDs.

I guess it must have to do something with my CPU settings as we tested the same card in both PCs (XFX Radeon HD7970). Once I reset my CPU to default settings, I'm trying to get it to work as fast as possible. What do you guys recommend me doing? What voltage should I avoid, what software should I use, or should I use BIOS instead? I've seen AMD Overdrive has an auto-clocking feature but I have never tried it out.

I understand there are guides for the FX-8150 and overlocking it but I have not found the solution for my problem, where Open Hardware Monitor reports 4219 MHz while my CPU SHOULD be at 3900 (18.0x plus 1.5x turbo)

I just reinstalled AMD Overdrive and it shows the following:

Apparently it had to do with the Turbo Core Control. It set my voltages higher. I now disabled turbo core and just clocked my CPU to 21x (4.2 GHz). Works like a charm.
