Resetting frozen at 14% and has been like that for 24hrs

Like the headline said I am stuck. I am trying to reset my computer and remove files so that it is a clean slate but it is frozen at 14% and has for sometime. I don't want to turn it off because I am afraid it will kill my hard drive. I have been researching but everyone keeps saying to reinstall windows... how can I do that it is am stuck on resetting pc screen without turning the thing off?

its not going to change if its been stuck for 24 hours. I doubt hdd is doing anything

turn PC off and on another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB
