Question Resetting to factory default on MSI Desktop running Windows 10?

Doing a "Factory reset" or full restore what ever you want to call it, and its been at the MSI screen at start up where it says to "Press Del for BIOS or F11 for boot options" and has the loading dot wheel.

Is this normal instead of it restarting over and over or having a screen related to it restoring?
