Residue on CPU Capacitors / CPU Damaged?

i7 3770 Processor, motherboard posted 00 which indicates CPU issue per manual, noticed that cpu fan on heatsink was not running (does not spin freely either).

Put cpu back in with original stock cooler, now motherboard won't post. Tried spare power supply and one-at-a-time component removal to no avail. Down to cpu vs motherboard (or both).
Bottom of CPU has some slight discoloration in some areas, and an unidentified white residue between some of the caps -- is this some kind of leakage that indicates damage? Should I try to remove the residue?

Any chance this CPU is not dead based on this picture? I have a friend with same mobo but don't want to risk damaging his mobo by installing this CPU for testing.

Solution
You have contamination on many of the gold contacts that's clearly visible and probably from an over application of thermal paste that's been spread by your fingers. You should carefully clean the contacts very thoroughly with Isopropyl alcohol 95% using a fine artist brush. Remove all traces.
Check also in and around the MB CPU socket that paste has not entered there also.

I cleaned up the chip as described...nice tip on the fine artist brush method!

Unfortunately, the PC still didn't post after doing so, but the good news is that the chip did end up being ok -- the motherboard turned out to be the culprit.
