Question Resizable Bar On or Off?

Just watched a new video from Hardware Unboxed. EVERY post I've ever seen on forums, reddit, etc.. always ask if resizable Bar is on and turn it on if it isn't.

Now their video is showing rebar isn't ideal and in many cases degrades performance.

So what's the story? Can someone ELI5 what's going on?

on mine gpu, if i turn it off, i get stutters...so try it and see if you will see any diff or not
