Resize Windows in Windows 10

I am trying to resize windows of programs or even the settings window. No matter what I do They seem to open up to whatever size and location on my screen.

I even went to Microsoft chat and that was less than helpful.

It would be nice say if I open pictures files to have it up in my upper right screen and say I open then my documents folder to open up in my upper left corner. Seems simple but the help offered in help, or settings, anywhere else doesn't seem to work.

 
I don't know why this is not happening for you.

Assuming the program itself has been written to "remember" its size and location (wherever you dragged it to last, before you closed its program window) it should restore itself to that exact same desktop location the next time you open it up.

Other programs which have more conventional rectangular window GUI presentations than said program should absolutely remember both (a) where they are located on the desktop from wherever you dragged the window to, and (b) the SIZE of their outer main window, however you resized the window by dragging on edges or corners.

Of course, not every program has been written to "remember" its size and location. And unfortunately these do tend to open up by default in the center of the desktop, with a default size. This is a program coding style problem. Take it up with whoever programmed it.

Otherwise. Only solution I know of currently is using keyboard shortcuts

NOTE: On multiple monitors, continually pressing a keyboard shortcut combination below will cause the window to snap to the side and scroll in that direction through the multiple monitor screens.

Windows Key + Left Arrow Key
This will snap the current window to the left side of the screen, or unsnap a window that is snapped to the right side of the screen.

Windows Key + Right Arrow Key
This will snap the current window to the right side of the screen, or unsnap a window that is snapped to the left side of the screen.

Another less known trick for using snap on a multi monitor setup is the Windows+Shift+Left/Right keyboard combination.

Windows Key + Shift + Right Arrow Key
Pressing Windows+Shift+Right moves the window to the secondary display where it has the same position as on the main display.

Windows Key + Shift + Left Arrow Key
Pressing Windows+Shift+Left will make it go back to the main display.
 
Well these are good answers, both. I found out from Microsoft Chat, (which I have my reservations), that the ability of which I am asking is coming in an update. Hmm..

For instance, if I call up settings in Windows 10, then reshape window, and place it say in the upper right hand corner it wont show up there next time I open it. In Windows 7 and 8 wherever I put windows of whatever (ap/program) it usually stayed there, quite possibly it was written to do that by the software dev.

So I will try these Window Key options and see. Not a HUGE deal but some of my programs are run a whole lot easier to have the location of where I store data for a given program, and use that data on a different program.

For example. Sony Vegas. I use music from one folder, pictures from another folder, then video from yet another. Nice to have them all smaller sized undocked where I can simply get to those files a little quicker.
 
On my system anyway. Toshiba Laptop Satellite. Fresh install of Windows 10. If I open the settings window, resize it or move it, the next time I open it, the window wont by as I set it.
 
Settings and Windows Store both stay the size I set them and the place I put them. However, I have discovered that as soon as they are snapped to a side/corner of the desktop and then closed, they revert back to their default size and reopen in the center of the screen.
