can i get 1080 resolution when connecting a device (PC or DVR) to an LCD HD tv via a VGA port

it depends on the source (your gfx card) and the display. if your display and pc (especially your gfx card) supports 1080 then you can get 1080 resolution.

a vga port is physically capable of 1080p yes, although hdmi or dvi will have better picture quality

Yes, as long as your HDTV's resolution is 1920 x 1080.

If you have a small HDTV with only 1366x768 resolution, then the answer is no.
