(Resolved) Buzzing from sound card

I recently just got a sound card. Specifically the Lantec 7.1 Channel PCI Sound Card. And I'm running tv output into it, it comes out into my Razer Carcharias Headset. With nothing playing there's a buzzing noise that is pretty noticeable. The volume of the buzzing changes when I increase volume on my computer and headset, but I've turned my tv off, and and checked the mixer on my computer (that's running Windows 8) and it has nothing playing . I have no clue what to do, it may be cables, but I doubt it, since I've had no problem with the cables before!

there was no drivers. It was plug and play. I but it did come with a disk that wouldn't work on my pc. It wouldn't play, it only allowed me access to the files on the disk!

about $25 at Canada Computers. So it's no "ghetto" sound card

The box shows no model. It just says Lantec 7.1 Channel PCI Sound Card. But it has been resolved! It's just the output into my headset. I plugged my headset into my PC case's headphone jack and there was no buzz, and plugged my speakers into the sound card and still no buzzing! So I assume my headset could not handle the amount of power needed! That's what I was told by someone else!
