Is there an optimum number of civs and a map size mix that will give
you the best chance of getting a decent number of luxuries and,
throughout the game, resources?

The way I understand the rules is that for the most part there are at least
two of each resource/luxury for each civ. So if there are the max 16 civs
then there will be 32 horse resources available, etc.... Ya just can't tell
where they will be though.

I would say try your hand at 16 civs on a huge continent or panagea map.
That would provide you with the most resources/luxuries available. It would
just be up to you to get them during your expansion phase of the game.

There is usually at least one of each resource per civilization on
the map -- some resources offer more than that, others less. Luxuries
clump -- this encourages trading. On small maps, all of one luxury
may be in one region on a single continent or island.

Bigger maps offer more territory per civilization. That means that
if you search for luxuries and visible resources early on, you have a
better change to grab those sites before the AI does.

Ultimately, there is no perfect solution. Often, the AI will be in
the way of your moves to grab resources. Or else, the luck of
placement puts them into their territory. Pretty much, you have to
expect to push to get all the resources. Either trading well, or
conquering to get them. Or pacifistically, putting down cities near
the AI borders to "grab" resources which are on the edge, or which
haven't yet been claimed (or only have colonies).

Fewer civs than default on the map will give you fewer resources,
but less competition for it. That gives you an edge in a land grab --
rush out to get the resources first, and even though there are fewer
you still can get more of them. But fewer civs also means fewer
trading partners, and it is trade which drives the science economy.
You may have an easier time getting all the luxuries, but a harder
time getting techs.

Resources only appear on land, so more land area will help.
