Anyone know if there is a time limit as to when I can use my free respec for
my characters? I've yet to do so but don't want to be rushed into it.

Also . . . when would you suggest is a good time to start into the power
pools? I'm getting the feeling that 'hover' was either a bad choice for my
blaster or (maybe and) too early to gain that power (level 10).

I don't think respecs expire.

The best thing to do is grab the Hero Planner utility and mess around
with different choices, then ask specific questions about this-vs-that.
When you get a feel for what powers you can choose at what levels, and
read all the descriptions and such, you'll be able to make more informed
decisions about most of it.

Thanks, but here comes the newbie question: Where can I get the Hero
Planner utility? Is it part of the game or is it a third party download?

1) Go to the City Representative in Atlas Park. She will give you a
mission to run a memo to the Security Chief in Steel Canyon.

2) The Security Chief in Steel Canyon will read the memo and give you
100 Inf to take to "Sharko the Warrior" in The Hollows.

3) Sharko will give you a betting slip for "Hogan's Hero" to place in
the third race at Peregrine Island raceway, and a takeout order for some
Chinese from Tsoo-eys in Talos Island.

4) Take the takeout order to Tina Chung in Founder's Falls, who will
give you quite a bit of lip for assuming she knows anything about
Chinese takeout just because of her name. Watch it: She will follow up
with a mission to take on an entire cave full of +4 CoT Bosses.

Which will leave you completely screwed, so you may as well go download
the Hero Planner for your next alt from:

Man, I was about to give up on the game if I had to run through all that to
figure out how to best power my people. Thanks for the info!

I just respecced my 21 blaster from something completely useless to an
actually decent rear-rank artillery machine :)

One of the things I definitely changed was the travel powers (got rid of
teleport) and took hover, flight and super speed; What a difference for my
blaster!

Flight to zip around the levels at a reasonable speed and to get above the
battle, hover to provide a stable firing platform and super speed to get
around the city. I found it makes a huge difference in being able to snipe
effectively and actually see who needs help in a group :)

Don't get discouraged with Hover. It's a terrifice tool you can
use to keep yourself from getting punched out. At lower levels,
it takes almost all the bite out of most bosses, and makes scary
yellow minions into pussycats.

Do not use it as a way to get around except as a last resort.
Even when it looks like it allows a great shortcut, it's
frustratingly slow.

There are two different tactics I've used:

1. Blast. Then turn on hover, and fly straight up for about 3 and
a half seconds. Continue blasting, and take some cool
screenshots.

2. Get within blasting range. Fly straight up for about 3
seconds, as before. Blast.

You're much, much safer hovering. Much later in your career, you
may even be able to afford to boost Hover's speed up so that it's
good for short travel and combat maneuvering.

I forgot to mention one frustration with Hover. The camera gets
into irritating positions that totally obscure the battlefield,
by default. You have to move the camera around a lot so that you
can see anything.

Can anyone give me the lowdown on the leadership power? It is probably the
only one I haven't actually tried... Does it have anything that I just
can't do without???

Maneuvers, Assault, Tactics and Vengeance.

Of them Maneuvers and Tactics are the best. Assault is widely
considered worthless, and Vengeance is only good for a silly
strategy involving 'porting around a defeated lowbie for constant
buffs.

All are better if you are Defender, and worse if you are a
Tanker, Blaster or Scrapper. They all cost a lot of endurance to
run, so you probably couldn't afford it anyway if you're a
damage-dealer.
