Response time and refresh rate

Hi
I have a Dell UltraSharp U2713HM, http://www.dell.com/ed/business/p/dell-u2713hm/pd, and the tech specs say the RESPONSE TIME is 8ms (Gray to Gray).

Now I'm wondering whether this means the monitor can pull 120 fps, or if it just means the PIXELS can change color in 8ms--I'm thinking just because the pixels can change color in 8ms does not mean the monitor as a whole can administer such fast changes.

The tech specs also say:

Max Resolution:
2560 x 1440 at 60 Hz

Which makes sense because in Windows 8 I can't set the refresh rate above 60 Hz when I'm running at max resolution, but even when I drop the resolution to 1024x768 the maximum refresh rate I can set in Windows is only 75 Hz (Not 120 Hz).

So I'm wondering, is the reason I can't run at 120 Hz because the monitor can't pull it? or is it some other cause...btw, my Graphics Card is Nvidia GTX760

**As a side note, how can I determine what FPS and resolution my Graphics Card can pull?

Thanks a lot for any feedbacks :)

Solution
response time has nothing to do with refresh rate. It is the time the monitor takes to recognize or react to any given input.

Dell ultrasharp has native refresh rate of 60 HZ. You won't get 120 HZ simply because the monitor is not capable of it.

If you want to know your FPS, use an utility like FRAPS or 3d mark.
