Restart/crashes when running two sticks of RAM (Works fine with one)

When ever i run my PC with two sticks of RAM i get crashes, seemingly random and instant shutdown with out warning. If I set my RAM up with XMP i don't get past the boot screen. If I change the DRAM voltage to a higher number like 1.56v or anything really i don't even get to the boot screen. If i run the RAM in default mode (1333mhz) the PC will boot but will not work for very long until it restarts again. some times it will run for 5-6min, other times it will crash before windows has even finished booting.

I ran Memtest86 and found no issues. I also swapped RAM with my brother and it didn't help. It doesn't matter which slot the single stick is in for it to work.

Could it be the Mobo or the CPU?

Thanks for the reply. I already tried a fresh HDD and Windows install but it didn't seen to do anything.
 

I decided to down size my pc to ITX. it was working fine for about a month and then it started to act up. At first i though it was the CPU over heating with the stock cooler so i got a C7.

I was testing a faulty GPU in the system but can't confirm if it stated acting up before or after. I don't know if that would of caused the issue.

I reckon its the Mobo. there must be so component or something to do withMemory voltage going bad but i don't know what that could be.

Its a dual stick dual channel kit.
