Restart Loop after install Windows 8 to Windows 7

I aquired a computer that had factory windows 8. I wanted to put windows 7 on it. So I formatted the drive. I installed Windows 7 via USB stick... All went fine until it finishes then it seems to go into a restart loop "Saying windows failed to start" Its not the USB install cause I tried 2 different versions of Windows 7 now. I have installed 100s of these before but not really over Windows 8.
I read something about bios changes because of windows 8. But my thinking is if something needed to be yet changed in bios it would have stopped before I was able to install..... I gotta be missing something here.....

You're not trying to install 32-bit Windows are you?
Only 64-bit Windows 7, 8 & 10 are supported on that model: http://www.dell.com/support/home/us/en/04/product-support/product/inspiron-15-3531-laptop/drivers

Nope its windows 7 64 bit.. tried 2 versions already.... is it possible this computer will only install Windows 8?

Personally I had quite a lot of bad experience with Windows 7, although that is the one was literaly the only Microsoft's merit; if you use Windows 7, it's marginal struggle to get used to Windows 8.1
