Question Restart taking a bit longer time

Hi,
I just upgraded my PC with AMD processor and installed a 500GB Samsung 970 Evo Nvme ssd.
I used to get around 3-4 seconds wait on the windows boot screen (where the dots move around in circles). After that, I installed Samsung drivers for my Ssd and now everytime I power on my PC, it loads blazing fast and doesn't stay on the windows boot screen for even a second.
However, when I restart the machine, it still stays for 3-4 seconds on the windows boot screen before loading the welcome screen. It happens only on restart. When I completely power off the machine and power on again, it loads in less than a second.
Any idea why is this happening?

I benchmarked and got proper results for my SSD.

Restart is the old shut down and start up method these days (win8 & 10) while Shutdown merely puts your PC into a deep sleep state. If you want a real 'shutdown' you need to hold down the shift key when you click shutdown.
