Restarting from start button

Why does my computer power down and start back up but, when I try to restart it like after a update it does not turn on? What could be causing this issue and how can I resolve it?

I fixed that by updating the BIOS - - may not work for everyone but it worked for me.

Now I can do a soft (Windows) restart no problem. Previously I had to shut down & restart because soft restart never worked, it would just hang instead of POSTing.

It had that problem from day one after completing the build. Checked all the connections, was about ready to try a new PSU when I thought here goes, I'll try BIOS update first. Glad I did.

How would I do a BIOS update? Does it matter what operating system I have?
 
Operating system is not relevant as (most) BIOS updaters run outside of Windows.

You get BIOS updates from motherboard maker's website where you'll also find related instructions, or they'll be in a text document included with the download.

Read very carefully and follow it to the letter as updating the BIOS is a potentially risky process as far as your PC's health is concerned.
