Restarting over and over

Hello, my pc keeps restarting over and over and has no display so i cant see whats wrong. I turn it on then it runs for 15-20 sec, then turns off, and turns back on on its own! I tried removing everything but the powersupply, cpu, but it still does it. What could be the problem?

Update: swapped out psu with a brand new one still does it but there are some bent pins on the cpu heat sink thingy (lol),. would this cause this problem?

There is no telling what could happen with bent CPU pins. How did they get bent in the first place?

I honestly dont know but i have them straightened out and it is still doing them
