Restarting PC goes into loop, powering on works fine

Any help would be appreciated. Installed whs11 on an ssd and restarting it works fine. Plugged in all my hard drives, and did a restart through windows and it started a loop. Won't even get to BIOS. However, if I do a shut down, the pc shuts down properly. When I power it back up, the pc starts just fine. Any thoughts? It's a headless server.

4gb gskill ram
128 samsung 830 ssd
2 1tb samsung f4 spintpoint
1tb seagate barricuda
antec 400w eco psu
