Restarts when trying to load Windows

Just put in a new motherboard (asusz97) and processor (core i7 4790k) start up is fine but when it goes to start Windows it blue screens for a split second and resets. Cpu temp is about 20c so I don't think it's an overheat issue. I tried another hard drive with Windows on it to make sure It wasn't the hard drive. Unplugged the graphics card, isn't that. Tried different ram. Ps showed no sign of a problem before

Try setting SATA to IDE in BIOS. It would be good though to reinstall Windows.

I tried looking for that. I couldn't find it in the z97s bios

What motherboard?
Check in Advanced Mode / Advanced / PCH Storage Configuration / SATA Mode Selection to IDE Mode.
