Is there such a thing as a restore mana spell availible? If so, where
may I find one?

Spend mana to generate more mana? It's like spending 5 bucks to get 10 bucks
back!

No, there's no such thing in the game. It just isn't logical. There're
always the mods though. Search for "restore mana" on sites such as
rpgplanet - there're plenty of such mods.

Try to locate one, or modify the mod yourself to make it a 1 to 1 deal - you
spend 1 mana and get 1 mana back. So you can enchant items with this spell,
and use the items as your "backup mana store". That seems more balanced to
me...

.... but really think about it, isn't that what restore mana potions for?

seems odd, true, but isn't there at least one item in the game where you
sacrifice some health for more health back over time? (just checked, hair
shirt of saint aralor, get hit with 2-6 units of health but gain 30 over
time) plus I'm sure there are more. I know health isn't mana but it's the
same principle. I think a lot more spells should work that way. you should
have to sacrifice some attribute or power in order to get a really powerful
spell to work. make magic a little more interesting.

on that same note, it would be nice if each skill had it's opposite. raising
stats in one of the two skills would limit future advancment in the other.
would really keep people from creating uber jack of all trade characters
that a just so darn good at everything. so if you gained 70 levels in light
armor you could only gain 30 in heavy armor, or if you focused you attention
on mysticism you would be very ignorant to alteration or destruction or
something. as much as I like my uber character, I am looking forward to my
next run through the game on a purely role playing path. there are certain
things my character will have to really live without.

There isn't one.

Or it could be like your friend is short 10 bucks, so you give him 10
bucks. A restore mana spell could be used to transer mana from someone
who happens to have a lot, to someone who doesn't. There is no rule that
it only has to be cast on yourself.

Hm. Try looking at http://www.uesp.net/morrow/hints/mwspellmer.shtml for
a complete list of spells sold by merchants, sorted by spell effect.

From that, you will see that nobody sells an effect of "Absorb Magicka".
There are "Damage Magicka" and "Drain Magicka" effects, and one of the
spells with the Drain Magicka effect is called "Magicka Leech", which
might imply that you gain the magicka you drain (I cannot confirm
whether this is true or not though.)

If not, there's always either of the following options:

(1) Spell Absorption. This gives you a chance of absorbing spells that
are cast at you. Combine this with Summon Ancestral Ghost, and anger the
creature you summon to get it to cast several spells at you that are
reasonably harmless and have non-permanent effects that you will recover
from - what's more, each single spell it casts has three effects, and
you could end up absorbing all three for the chance of a triple spell
absorption and no danger if the spells get through.

(2) Restore Magicka potions. While there are only a limited number of
these in the game, you can make your own with Alchemy. Nalcarya of White
Haven (Balmora) sells both Frost and Void Salts, in unlimited
quantities. They're expensive, though, unless you get your Mercantile
skill and Personality stat up high: in fact the only cheap ingredient
that provides Restore Magicka is the Comberry, and I don't know of any
merchant that sells unlimited quantities of it (could anybody else
enlighten me on whether there actually IS anyone that sells unlimited
comberries?)

(3) If all else fails: each Mages Guild in Sadrith Mora, Balmora, Vivec,
Ald-ruhn and possibly Caldera as well, has a chest containing five
standard restore magicka potions, which respawn periodically and are
free for you to take (the chest is labelled Mages Guild Equipment
Chest).

But no, there is no Restore Magicka spell, therefore you cannot make
(either by enchanting it yourself or by paying an enchanter) any
enchanted items that cast Restore Magicka when used, or have a Constant
Effect of Restore Magicka. Furthermore, there are no enchanted items in
the game apart from potions, that have a Restore Magicka effect (either
constant or cast-when-used).
