Question Restore sold account possible?

Just a quick question.

Is it possible to restore a sold steam account?
If the owner get his/her account back, will the lock be removed?

Nothing happens but I want to know.

If the account is sold be a hijacker and the owner want it back can it be restored if also caught be steam support?

Are you even allowed to sell Steam accounts? I know back in the day selling WoW accounts was a thing and I sold mine a couple times even though it was against the rules.

You're not supposed to sell Steam accounts, but people do anyway.
