Restoring steam game from backup help!

Hi, this may seem like an odd question but it is quite important. I am transferring a bunch of games from one PC, In London with brilliant internet, to my other PC in the middle of nowhere Scotland where the internet is rubbish. To transfer them my plan is to backup game files onto a file in my external hard drive. Then to plug that in and restore my game from backup. I know this works and tested it here in London but does restoring games from backup depend on internet?

no. The files are on an external drive, not the internet(cloud storage).
