Question Restricted Mode in iPhone X

My daughter, 21 years old, texted me a picture, where her phone in General settings went to restricted mode. My wife and other daughter iphones are fine.
What would cause it to go into restricted mode, with no way to change it?
This just started this morning as she tried to watch a yotube video.. I guess it had mature languages. I asked her to check settings in google, and she said she is able to watch them.
But, when went further into her phone, the general settings tab had this
"Restriced Mode" Turned off by network administrator to help hide potentially mature videos.
And you cant toggle it off.

It was T Mobile. They changed permissions, must have done it when they switched me to T Mobile from Sprint.
They did it in permissions. Even my phone was restricted to some things never before restricted.
