Retrieve data from an old broken internal HDD?

I have an old HDD Seagate Barracuda 7200.12 250GB ST3250312AS. The HDD is 6 years old.

I've tried connecting the HDD to my system but the BIOS itself doesn't detect it. I need to retrieve the data from it. How can I fix the HDD so that I can retrieve the data from it?

My initial thought that maybe the Circuit board on the HDD maybe broken. But the thing is that, when the HDD is connected to my system, I can feel the disks inside spinning. So, that made me think twice on whether it is really the circuit boards fault.

Can someone tell me how I can make sure that the board is working? If I know that the board is the fault then I can try finding a working one with the same firmware or else I'll have to test other components of the HDD.
 
Solution
If it's SATA drive and it's controller is not working so it doesn't show in BIOS, there's nothing you can do at home. Need a specialized service to get data out of it.
