Retrieving security settings

Is there a way to extract the complete security settings
(i.e., Account lockout duration, replace a process level
token, access rights, etc...) of a 2k server? Note: I
have used the MMC Security and Configuration and Analysis
tool but there are some settings that this does not
retrieve.

Have you tried the following:
http://support.microsoft.com/default.aspx?scid=kb;en-us;q313203&sd=tech
and
http://support.microsoft.com/default.aspx?scid=kb;en-us;318711

Some security settings will come from any Domain GPO you may have.
You scan check Group Policy Objects applied at the domain level
for this information.
