Due to the noise my gtx 970 g1 gaming makes and now the Vram issue I am planing on returning it.
My question is, will my i5 4690k bottleneck the r9 380x or r9 390x?

I have a 850w corsair psu
i5 4690k cooler master hyper 212 evo
MSI Z97 GAMING 7 ‑ motherboard
8gb ram

No. An i5 4690k will not bottleneck any single graphic card.
What do you mean by noise?
There is no vram issue. It's purposely designed to have its vram configured as 3.5GB +0.5GB hence the price difference between the GTX 970 and GTX 980.
I think it's unwise to return your GTX 970 in hope that the R9 380X or R9 390X is faster with no real benchmarks and reviews out yet. Plus they will come around late June this year so you got a bit of a wait.

1. the R9 380X is re-branded R9 290X.
2. although it has a wired V ram design, the GTX 970 is a mighty card. and it can use more than 3.5 GB without any shutters and I'm sure of it. the card won't use 3 GB at 1080P. IF you see any shutters, check your temps, update your BIOS,check for viruses and malewares.
3. the R9 390X will outperform the others , but don't think that a card with a water-cooling solution and HBM(according to rumors)will be cheap. it will be more expensive than the GTX 980.

It's rumors, but many sources have reported it. and even IF they are speculation, there is no point for waiting them.
rule: Don't wait for anything that is on the horizon unless you know it will be better.

and the newer reports all say the 300 line will be all new with no re brands.

So your speculation is out of date too.

Also...of course it will be better. Nobody ever comes out with a new linup going, "New! 15% slower than the previous generation!"

I know that speculation and it is false. AMD doesn't have the time and the money to create a new GPUs. It's easier for them to rebrand the current ones and make a new one GPU that is the flagship. anyway the rule is still on.

“We are confident that as we get into the second half of 2015 with the launch of that [new graphics] product, we will gain back the market share which is low from my standpoint and historically,” said Devinder Kumar, chief financial officer of AMD. “We need to be significantly higher than where we are right now.”

First, AMD says a lot of the things and promises and we get disappointed in the end. they will gain a market share even if the GPUs aren't great and that by " sell them cheap" strategy. I'm not a fan boy. you will wait for R9 300 and after them you will find news about Nvidia's next architecture(pascal) and You will get in the circle. you can wait, but I can't recommend that isn't out yet.
