Reuse PC parts with new mobo?

Hello, I currently have an ASrock Z87 extreme3 but I wish to get a motherboard with more features, so I settled on the either the Asus Z97 Deluxe or Asus Z97 Maximus Hero, will I be able to reuse all of my old parts with it? (I have a new copy of windows 8.1)

I personally prefer the MAXIMUS VII HERO , but that could just be personal preference...

Yes of course you'll be able to use all your parts on it that is the advantage of buying a PC you get to upgrade parts of it without getting whole new PC.

The Hero is a ROG motherboard its made for gamers it OCs like a beast and has the best features
for the price of the deluxe lots of ppl go for the HERO and don't forget that awesome read look
and the heatsink beside the GPU lights up in red O-O

Sorry if this may sound nooby but I've never done a full motherboard swap before, I already have windows 7 installed on my boot drive, do I have to wipe the boot drive (Samsung 840 Evo) to do a clean install of Windows 8.1? If not how do I go about installing Windows 8.1?

Ya just wipe your boot drive and install a clean Windows 8.1 64 bit to be uptodate

This is somewhat unrelated, but does anyone know when the Z97 formula comes out? As if I had the choice I would go with it since it basically combines the Deluxe and Hero, and if it is out, where can I buy it?

Kinda no.
The Formula is like the HERO but much stronger its like for EXTREME OCing and stuff like that you don't really need it , its like a waste of money for you as you also only have an I5 maybe the money of the Formula you could put on it some more and get an I7-4790K.
but let me tell you that the HERO and the Deluxe are ones of the best motherboards
If you like the Z97 Deluxe features then go with it
if you like the HERO's features then go with it
it won't matter because they both OC like a beast and both are wonderful Motherboards

Does the Formula still contain regular Sata, and will I be able to fit all of my components like my graphics card and sound card, and especially the Noctua NH-D14 since it looks like part of the formula's heatsink will obstruct it? Sorry, I'm having trouble finding specs on it.

Yes it will contain regular sata
Yes you will be able to fit everything in there
But as i said you won't need the formula as the price can be like from 280$ to 320$ so aside from spending that kind of money on a motherboard that you don't really need just save money and get a great high-end 200$ motherboard

The Deluxe is top of the line for Standard PC's, has all the bells and whistles, has a good ability to OC, but the software and BIOS is pretty much designed for the general public to use. The ROG boards are a little different. The BIOS is much more in-depth and as a greater specific control over OC parameters, has all the bells and whistles, but slightly beefier components where OC needs it most, better VRM heatsinks etc. So while the Maximus Hero may not have everything the Deluxe has, what the Hero has is more specific to gamers needs.
