So this is my 2nd it's a PC I'm making for a friend.

The budget is between is 600 right now but may be reduced to around 550 in which case I'm thinking of putting 8gb of ram and maybe reducing the GPU a little bit. He doesn't want to OC so no need for that. He already has an HDD. Any recommendations on cheap case fans? Added two because the case only comes with one but no idea on which are good

Personally, I'd go for an older ryzen 1600, but the 8100 is a fine enough cpu.
If you do reduce to 8gb, make sure its 2x4gb sticks and not 1x8gb, though I'd personally stick with the 16gb and pick up an rx570 8gb instead. The 8gb rx570 is a fine card if you want to reduce price further, the 4gb rx580/570 are options too, just turn down the textures so one doesn't cap on vram.
I've had success with both the cheapo cooler master 4 pack 120mm fans and the generic "uphere" brand 3 pack led 120mm fans.
