Hi, I was planning on building a pc, are these parts good? I don't want to mess anything up because of the large budget.

I plan on using it for gaming and workloads like recording and video editing.

Is the CPU cooler any good for the price? There were cheaper options and idk if I am spending too much on it. And I know it sounds stupid, but is there any way the price can be shaved down just a little bit more without sacrificing too much performance?

There are multiple places to save money on that build. The PSU you choose is very good, but you can get equally as good for less money. Going with CL18 RAM instead of CL16 will save money and make almost no difference on performance. The SSD can be changed to save money and not make sacrifices for performance either.

I heard that 3600Mhz CL18 memory performance similar to 3200Mhz CL16 memory, is that not true? That’s why I originally picked out CL16 memory.

Finally, I picked out the power supply in my build because it was an S-their power supply when I looked on tier lists. I’ve never heard of the one you picked out, I don’t think it was in that tier, what am I sacrificing for that lower price?

The Aorus Elite is a highly regarded budget motherboard that can handle any CPU. It has 14+2 power delivery as well.

For RAM the lower the CL number the "faster" the RAM is. However, the difference between CL16 and CL18 on 3600MHz RAM will be 1-2%. That means the $10+ extra isn't worth it in terms of price/performance.

The PSU I choose is built off the Seasonic Focus GX platform. The Focus platform is an excellent choice and 750W is plenty of power for your build.

The HP EX920 is a good SSD. The difference between the Phanteks PSU and Corsair RM really isn't that big especially for the $40 difference. The PSU itself has a semi-silent mode where the fan won't turn on unless it hits a certain power draw level. It doesn't break 40db until at 70% power draw. The shroud should help keeping the noise down as well.

Any motherboard will need a BIOS update for the 5000 series. However, the Aorus Elite is still a good motherboard at the same level as the X570 you listed.

I don't have a ryzen 3000 series chip to update the BIOS, is there a motherboard that supports it out of the box? Will the other motherboard I picked out work?

The motherboard I recommend is able to have the BIOS updated without being powered on.
What is Q-Flash Plus? Q-Flash Plus allows you to update the BIOS when your system is off (S5 shutdown state). Save the latest BIOS on a USB thumb drive and plug it into the dedicated port, and then you can now flash the BIOS automatically by simply pressing the Q-Flash Plus button.
