The PSU you listed is one that I wouldn't want to use. Raidmax PSU's haven't been dependable and/or reliable in the past, so if you stick with Antec/Seasonic/PCP&C/Corsiar you will more than likely have a better overall result.

Here is a better PSU for $30 after Promo code and MIR:

The rest of the parts look pretty good. I'd go for the 6950 2gb GPU myself, but that is just my preference at the ~$200 price point.

I don't like pre-built PC, unless I don't want to support the PC, than if it's someone that wants a basic (~$250-350) PC for basic stuff.
 
HIS/Sapphire/XFX are good ones. Haven't bought a Power Color or MSI card in awhile. The 6950's are about $250-280 after MIR's, so they are a bit over the $200 price. In the $175 price range I like the 6870's. I personally have the 6870 and really like it for the $ spent. The 560 Ti/6950 1gb are close in price (~$200-240), but the 6950 1gb is a bit more $ on average. The 6950 1gb does have a bit more performance, so that is why it's probably about $10-15 more than the 560 Ti.
 
Drop the Hyper 212+ if he's not planning to overclock. The stock heatsink actually works well even if you overclock to 4ghz. Instead of the GTX 560, I would get the 560 ti: http://www.newegg.com/Product/Product.aspx?Item=N82E16814130610

If you don't plan to run crossfire/sli [adding another graphic card], then 550w is more than enough to power everything. I would recommend one of these: http://www.newegg.com/Product/Product.aspx?Item=N82E16817207013&Tpk=550w%20power%20supply or http://www.newegg.com/Product/Product.aspx?Item=N82E16817371016 I would choose the XFX because it was released more recently. The Basiq is old but it works well.
