Here are my questions:

  1. Are there any issues with Galax for the GPU? It is just a lot cheaper locally than other brands like 15% lower
  2. To get a 4090, I'd have to pay a 67% extra, is it worth it? I am mostly concerned about the vram
  3. For the motherboard, is going for an ASUS TUF GAMING Z790-PLUS better? they are practically the same cost
  4. Is there a watercooler good enough for the same price range as the Noctua one? The only issue I have with the Noctua is the looks and size tbh
  5. Is going for a 64 gb Ram worth it? Probably won't help with games but can help with large datasets I assume
  6. I can't find the O11 Dynamic Evo locally, is the older O11 Dynamic not good enough?
  7. Finally, any edits you would suggest?

You might want to specify the region you're in since regions can and will have discrepancies with the stock that they keep.

I wouldn't go for the TUF range, though any other branded board at your disposal or are you gravitating towards Asus for your motherboard?

I am based in North Africa, so middle east. The other one I was considering was the MSI ROG STRIX Z790-A, no need for it to be Asus, or even something else competently if you have a better suggestion.

1)Probably has to do with location and import taxes.

2)Worth is a personal matter that varies between all of us. This is a question only you could answer if you already had the item.
Then again, if the PC makes you money, then it's probably worth the expense, as you'll make that money back over time and then some.

3)Motherboards should be about whether or not they have the features you want/need, but they often start with 'what's the best one'. Paying extra for 'bells and whistles' you're not going to use is a waste. Sorry that it's not a concrete response, but what we all desire from a board varies, just like the matter of worth in question #2.

4)NH-D15(165mm) doesn't fit in the O11 Dynamic(≤155mm), so you're going to have to re-select one or the other.
As for the actual question: That might be a tough one, as the NH-D15 can hang with specific 280mm or 360mm AIOs. Not to mention that the number of options available to you probably aren't as many compared to some other countries.

6)Not sure I understand the question, but there's nothing 'wrong' with the original O11.
The Evo is basically an O11 that offers optional mods(sold separately) and can be inverted, if desired. Ah, and it does have taller air cooler support.

7)Just the cooler + case combo stands out, for now.
