does the cpu and motherboard "revision" have an effect on how much you can overclock?

my cpu is B2

motherboard is C1

(numbers from cpuz)

system is listed in my sig

i cant seem to get 400mhz cpu frequency with 9x multiplier

i can only get about 380mhz, but my cpu load temperature in core temp is 60C

vcore is set to 1.50

doesnt seem right to me. i just remounted my hsf with arctic silver 5 and nothing seems to have changed
 
You can first try updating the BIOS and chipset drivers, but you've most likely encountered an unresponsive clock region for memory strapping. In this event, the solution is to reduce the multiplier to 8, and increase the FSB to 425 Mhz, then continue your overclocking efforts. Remember that you may need to increase Vmch and Vdimm to compensate for a faster FSB clock.

Also, keep in mind that not all E6600's will achieve 3.6 Ghz. Every CPU is unique in it's potential for overclocking, Vcore tolerance, and thermal response. As 1.5 Vcore is relatively high, please review the following topic to confirm that your temperatures test within excepted norms:
