I have a Gigabyte B550 AORUS Elite AX V2 Rev 1.5 Motherboard with a AMD Ryzen 5 5600X processor and a Gigabyte Geforce GT 1030 video card. The computer is plugged into a power strip. When I turn on the power strip a flash of white light streaks through the LED’s on the motherboard (about half a second). Then everything is normal. I power up the computer and everything seems to work fine. I explained this to Gigabyte support and told them that I built 2 computers with these same components and I have no issue like this with the other computer. They suggested that I remove all of the components from the other computer and put them in this one. I think this is absurd as I no longer have the other computer because I built it for someone else, and if I were to do this I would have to reinstall and reactivate Windows on both computers. At this point I think it is just an LED problem and should just forget about it but then I don’t know if that is the best thing to do.

Does your PSU have a power switch? If you use it to turn the PC off/on, does the same thing happen? If not, it's an issue with your power bar.

You might also have a BIOS setting difference between the two computers. That would account for the difference in behavior. One might be set to have the LEDs on when powered down, or sleeping, etc., for example.

Try the PSU power switch first, and if that is all fine, reset the BIOS settings in both PC's and see if the behaviour of one of them changes. Don't forget to save your BIOS settings so you can get them back after testing.
