ARGB is more controllable but depends if MB or case has that header. They are not interchangeable.

Does your motherboard have ARGB and / or RGB headers ?
My motherboard only has RGB headers so if I wanted to use ARGB strips/Fan I would need a separate RGB controller.

With ARGB each individual RGB can be a different color, with RGB each Fan will be one color (all LEDS the same color).

One other thing I'd like to add is to avoid fans that combine the fan and (A)RGB power into one cable.
While they're convenient - because of the single cable - these kinds of fans literally suck. They've got no real power - fan power was sacrificed for aesthetics.

What does that mean by 'more controllable'?

You can have more light effects and finer light control with ARGB but your MB must have an ARGB header or you would need another controller. Fan and it's speed control have nothing to do with light type, My first concern would be about fan quality and control (Voltage or PWM).
Soooo, does your MB have RGB and/or ARGB headers ?????
