Rhaine

I've attempted to speak to Rhaine, but now she simply won't talk to me
at all. I have not been given the keys to the High Captains' bases or
anything. I can't engage her in conversation, even with a Charm
Person, because she simply says 'Go away.'

Anything I can do?

You will get this answer if you are a female character or ift you pissed her
off because you picked the wrong conversation option. If you've encountered
a bug, it should help to use the console and reset a variable on the player
character with the following command:

dm_setlocalint Met_Rhaine 0
