Ridiculous idling temps with new Ryzen 5 2600x

I've just installed a brand-new Ryzen 5 2600x in my PC, and after starting I noticed that the CPU was hovering around 80 degrees celsius on 3% utilisation.

This was with the side panel of the case taken off, and I could feel that the heat sink of the Wraith Spire cooler was cool to the touch. It felt no different to how it did when the computer was off.

The GPU (a GTX 1070) is functioning fine, it was idling at 26 degrees celsius when I looked at the CPU temps.

This is my first time replacing a CPU so I may have missed something obvious

I was using an outdated version of HWMonitor, so I installed Ryzen Master and HWInfo.

Turns out that HWMonitor was reading incorrect temperatures, it was actually idling at about 35 degrees and under a stress test it went up to 60, so there isn't a temp problem after all, just instrumentation failure.
