Ridiculous XCOM 2 stutter

Hi guys, I know that Xcom 2 is known to be...well, not that brilliantly optimized, but I think that my stutter/microstutter/fps drop issues are a bit ridiculous. Can anyone point out what could be causeing these issues and maybe even how they can be solved?

I'll post MSI Afterburner graphs taken during gameplay both in the ship and on the field.

NOTES: Power Options are set to High Performance; All drivers are up to date (Nvidia - 391.01); I don't have an SSD; The temperatures are ok; BIOS is updated to version 8B

SPECS: GTX 1070 Gaming X; I7 7700K; 16Gb RAM (2 stics clocked at 3000Mhz); 1TB WD Blue; Chieftec CTG-750c (750W PSU); Z270X-UD3 Motherboard

Solution
Try disabling vsync from the game and also from nvidia control panel,vsync often causes stutter,if you still want to limit your FPS do it through MSI Afterburner/rtss.
Also your GPU often drops to very low usage wich could be caused by textures being loaded from the disk,since it's a slow disk try to lower textures and see if that helps at all.
