Is my wattage to low for my setup is it underclocking itself?

Parts should be fine - what problem(s) are you having, my guess is it's DRAM related as you are running a 4x4GB - with that prob need to raise DRAM voltage + ).06 and the CPU/NB voltage to 1.24 or so, AMD has weak MCs (memory controllers)
