Question Right clicking to create a new folder

If I right click on the desktop (or other screen) the menu comes up, all the options work except New. If I leave curser on new or click. the screen locks. Tried a system restore that ran for over 2hr had to turn off to stop it. I can create a new folder from the top of screen in explorer ok.any ideas please

Does the issue still occur in safe mode?
Have you installed any third aprty explorer software or any unwanted software?
Run a virus scan
Run SFC/Scannow in Command Prompt
May also be worth running CHKDSK in command also.
