Right mouse button on taskbar glitchy

So i just got a laptop to use for my upcoming school, but when i right click on my taskbar this happens:

(Sorry that its not taken from the screen directly)

What I've tried:
Google it (Couldn't find anything as i didn't know how to name this)
Updated Windows
Changed to Aero and back

It's not really annoying me but it ain't right so any ideas on what to do about it?
