Ripped Textures on Team Fortress 2

I've been trying to play Team Fortress 2, and the textures are broken. I've already looked around here and tried mat_phong 0/1 and record fix;stop console commands, verified my game cache, and a full reinstall.
Here's a screenshot of what it looks like for me:

As you can see, it blocks up my screen and makes it hard to play and see enemies.

Sounds like a dumb question, but have you ran Verify Integrity of Game Cache on your tf2 properties yet?

I already did, as mentioned in the original post.

Look around on the graphics settings in game, turn everything to the lowest graphics and see if it still occurs.

Windows aero is something that may be causing that aswell.
