Question Ripped Video Strange Artifacts. How to rip correctly - Winxdvd

I ripped a couple of seasons from a show i bought on DVD so i could stream the mkv's via dlna to my tv , (i don't have DVD player)but they turned out badly especially on my 65OLEDB8.

I used my sons Laptop ti rip it was the only laptop in the house that had a DVD drive at the time. Lenovo T430 I5-2410m 8gb/SSD no gpu. With Winxdvd

My brother gave me a laptop with I7-4800mq SSD 16Gb ram K3100km 4gb ddr5 GPU, and thought i should re-rip the DVD for better quality, though i'm not sure that hardware is the problem with the I5-2410m laptop.

Here is an example clip- 14 seconds of the video i cut out (losslessly i'm pretty sure) so that you could see what i mean.

Could someone who's a video person take a look at this video and tell me what i did wrong?
Or suggest better hardware or maybe a different Software or better method to rip this video better?
