It is possible to exclude Outlook Express from a Windows XP RIS
installation?

Where can I find some howto's for doing that?

Note that you should have posted this question to the Setup/Deployment
forum for Windows XP, not Windows 2000.

You cannot exclude Outlook Express from being installed, but you can
"remove access" to it. See
