Rise of the Tomb Raider using 6Gb of VRAM, 8GB of RAM, 100% of CPU, and GPU at 1080p. Is that normal?

As stated above how is that possible? I heard it uses up to 10GB of VRAM at 1080P if you have enough VRAM when Very High textures are on. What confuses me is that the Textures look like trash even when at Very High when compared to other games that have better looking textures and use less than 2GB of VRAM. Is it due to it being badly optimized? My 980Ti is OC to 1500MHz and it is always at 100% full load when playing the game and so is my CPU and around 28-50FPS and is caused from me not having enough RAM of VRAM to run the Very High textures. What hurts me is that the game sometimes uses a full 8Gb of my Ram causing it to crash so i bought another 2x4Gb set and now it uses up to 12-15Gb of RAM and nothing in my task manager shows anything using my Ram except the game itself and it causes the game to crash and no other game i have played uses more than 6Gb of RAM. If i have the Textures set to High i get a perfect 60FPS at all times and use 70% of my GPU and about 3-4GB of VRAm but still use 8GB of RAM and 170-90% CPU. Is anyone else having problems with this game?
 
100% of my 970's VRAM, check (max settings). 100% usage, check. high 30's-high 50's FPS in those settings, but I think it looks great. I do get the occasional stutter when panning around a large area quickly (I'm sure you've heard about the 3.5 GB/.5 GB difference in VRAM in the 970), but it really doesn't do it nearly often enough to bother me.

CPU usage, nope. 50-70% (may be held back by the 970 here). RAM usage, nowhere near that much (50%-ish of 16 GB, and I don't bother to close other things in the background like several Chrome tabs). Wonder what's going on there.

Well i use 10-15GB of RAm on average on Tombraider and no other things are open.

Well my CPU goes to 100% here and there but its not constant. I am always using 100%GPU, and usually i am using 15GB of RAM constantly. My i5-4690 is impossible to be bottlenecked by a mere 980Ti because it is more than powerful enough considering i play at 60FPS only and nothing beyond so an i7 would be a complete waste of cash and i hate 144Hz because i has one can can not tell the difference from 60.
