risk by using a 4amp PS on a 16amp in-rush circuit

I am using a 4amp altronix 24Vdc powersuuply to operate a SCHLAG electric latch solenoid which calls for a 16amp inrush power supply. The latch has been working for months on the 4amp PS but blows 3amp glass fuses rather consistently....suggestions welcomed.

Make sure the fuse is denoted with a 'T' for slow blow. (higher tolerance of inrush currents).
If you are using a 3T fuse, go to 4 amps.

Why does it call for a 16amp inrush supply when the 4amp works just fine? Thanks for your reply....!
